During this period, numerous activities were carried out, to a great extent addressing those planned for the first year in the initial proposal. These included a conference session on fish passage, participatory community meetings in Três Marias, a roundtable session at World Aquaculture 2003, a multi-stakeholder fisheries review meeting, organization and participation in Brazilian and international conferences, workshops and technical meetings, community and policing assessment missions by Canadian experts and Brazilian partners, a technical visit by a Canadian expert on invasive mussels, as well as project management and implementation missions.

These activities generally served the double purpose of addressing the initially proposed function of the project as well as contributing to the revision of project strategies to adapt to changing conditions.

During this period, numerous activities were carried out, including: a policing and community development technical visit to Canada (including CIDA's Lessons Learned Symposia), a dispute resolution workshop in Victoria, a community census of target fishing communities conducted by IARA, an intensive UFSCar survey (including filming) of the same communities, organization and participation in two technical meetings and one conference in Brazil, two technical visits to Brazil by Canadian radiotelemetry experts, an environmental education literature review, a proposal for counterpart funding submitted to Petrobrás, two public awareness articles in an online magazine, initiation of training of a Brazilian in genetic analysis of fish stocks, a pilot version of the project website, project planning meetings, and project management and technical missions to Brazil by Joachim Carolsfeld and Brian Harvey.

During this period, numerous activities were carried out, including: training workshops on leadership and dialogue, as well as participatory planning and bioregional mapping; meetings for partnership development with local municipalities; an interdisciplinary workshop on Fish Stock Assessment Options, particularly with community participation; a conference session on fish bio-telemetry in Brazil; training internships to Canada for sustainable aquaculture and for the use of DNA tools in fisheries management; a series of gender and community development workshops to build local capacity and pilot initiatives; a participatory assessment and strategy-building mission to Brazil on transverse environmental education; implementation of several environmental education initiatives; organizational and technical support to facilitate civil society participation in an inter-institutional task force piloted to investigate an ongoing, large-scale fish mortality; participation in an international conference on conservation of biodiversity and an international conference on radio-telemetry; organization and facilitation of a multi-stakeholder event to discuss strategies for reducing industry impacts on the river ecosystem and to promote local stewardship and community-based monitoring strategies; participation in a series of Pastoral Land Commission meetings and basin-wide information-gathering events to identify key social and environmental concerns of communities in the region, and to coordinate partnership development among existing civil society organizations in concert with environmental and social sector initiatives; contributions to the local public press; support to participants in São Francisco River Hydrographic Basin Committee (CBHSF) meetings; project website posted in both English and Portuguese; project management and community development support in Brazil; and technical visit to Santo Andre in which lessons learned during the CIDA-funded Community Based Watershed Management Project (1998-2003) were shared by Santo Andre municipal government representatives.
